PHB Consulting

BACKGROUND

PHB Consulting was founded in 2014 by its Managing Director, Peter Bull, in order to provide prime contractor planning and delivery services to Government departments and agencies – plugging the gap between government policy and its delivery by 3rd party suppliers.

With first-hand experience of prime contractor service delivery and project management within Government and Defence, and service with the British Army, Peter based PHB’s delivery model on the best fit application of best practice project management and service delivery frameworks with military planning techniques, ethos and a ‘do it quickly’ mindset.

PHB’s scope of supply quickly expanded from jointly defining requirements, planning, procuring and contract managing 3rd party service delivery suppliers as a prime contractor, to the provision of interim personnel and project teams across a wider set of services, and then into the private sector.

As a result, we are well practiced in delivering complex requirements as quickly and comprehensively as possible across a range of sectors and in pressured, remote, hostile, unstructured, fast paced or evolving multi-stakeholder environments.

PRINCIPLES

Our people have a shared ethos of effectiveness, doing the right thing, quickly and efficiently in order to leave a lasting effect. 

  • We get difficult things done, quickly. But we are respectful that this only comes through hard work and getting the detail right – but without drowning you in paperwork.

  • We get to the crux of the problem and offer pragmatic options by really getting to know your people and culture – so that the solution is cohesive, adaptable and doesn't come unstuck.

  • We do strategic, but we do it simply. We offer assured but accelerated delivery, where our capability is our peoples’ backgrounds – their experience and an ethos of effectiveness.

  • We adopt a military analysis and planning mindset founded on the necessity to make decisions and act quickly in order to reduce risk and increase chances of success.  

  • We plan flexibly so that initial progress can be delivered, and we can adapt and iterate at pace, when the situation inevitably changes.

  • We are forward looking and innovative, with the confidence to act instinctively by experience – applying this diligently, with humility and with a sense of urgency.

  • We have concurrent activity at our core, enabling work to start to brief intents or end-state visions whilst we better define the requirement – building the vehicle as we move down the road.

  • We place great importance on collaboration and stakeholder management, using soft skills and honest, open communication to ensure agreement and ‘technical translation’ between stakeholders, senior management, policy and delivery teams.

  • We summarise meaningfully for stakeholders, articulate team goals simply, communicating respectfully, concisely and confidently in a way that engages teams to achieve results by combined effort rather than individually.

 

APPROACH

Interim secondments and temporary project teams take the following service delivery approach. We plan flexibly so initial outputs can be delivered, and we can adapt and iterate at pace, if the situation changes.

This ensures a continuous loop through prioritisation, concurrent activity and a focus on delivering an output and having an effect at every step:

  • UNDERSTAND client requirement, environment, stakeholders and barriers to change

  • PLAN jointly with clients so it is realistic and easy to follow in house or by PHB teams

  • DELIVER outcomes at speed but sensitively, respectful of other business priorities

  • TRANSFER experience and knowledge to in house teams who have 'learned by doing'

DIVERSITY & CORPORATE SOCIAL RESPONSIBILTY

PHB Consulting is a strong supporter of getting wounded, injured and sick service leavers and veterans back into work.

Whether suffering physically or mentally, we endeavour to provide meaningful roles for such service leavers and veterans – whether this is as an interim secondment, within a temporary project team, or a permanent, full-time role with one of our clients or other organisations with whom we have connections.

We work with the military charity community on a free of charge basis and with industry on a no profit basis.
